HOUSE JOINT RESOLUTION NO. 47

A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA REQUESTING AN INTERIM STUDY OF OPTIONS FOR DEVELOPING A SOLAR SCHOOLS PROGRAM.

 

     WHEREAS, the Bozeman High School Solar Schools Club developed a thorough report and provided recommendations concerning increased use of solar energy in Montana public schools to the House Energy, Technology, and Federal Relations Committee; and

     WHEREAS, installing solar panels on public schools continues Montana's legacy of environmental stewardship; and

     WHEREAS, supporting Montana's environment through installing solar panels on public schools can protect Montana's economically vital tourism industry; and

     WHEREAS, funding for one 50-kilowatt school project alone could prevent about 2.5 million pounds of carbon from being released into the atmosphere over 25 years; and

     WHEREAS, solar installations can create energy savings for local school districts and allow for increased resources for students.

 

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     That the Legislative Council be requested to designate an appropriate interim committee, pursuant to section 5-5-217, MCA, to:

     (1) examine aspects of a solar school program in Montana, including:

     (a) a potential funding mechanisms for the program;

     (b) proper administration of a program;

     (c) options for allowing the use of additional renewable alternative energy resources in schools; and

     (d) options for directing school districts to reinvest energy savings attributable to a program;

     (2) review existing state programs utilized to install alternative energy resources in public buildings in Montana;

     (3) solicit and consider comments, concerns, and suggestions from all interested stakeholder groups, including students; and

     (4) if appropriate, develop a committee bill to establish a solar schools program based on the committee's study findings and recommendations.

     BE IT FURTHER RESOLVED, that all aspects of the study be concluded prior to September 15, 2020.

     BE IT FURTHER RESOLVED, that the final results of the study, including any findings, conclusions, comments, or recommendations of the appropriate committee, be reported to the 67th Legislature.
