SENATE JOINT RESOLUTION NO. 22

A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA REQUESTING AN INTERIM STUDY OF CHLORIDE-BASED DEICERS.

 

     WHEREAS, the Montana Department of Transportation uses chloride-based deicer on Montana roadways; and

     WHEREAS, the Montana Department of Transportation had not historically used chloride-based deicer and is now increasing its use on roadways in the winter; and

     WHEREAS, Montanans are paying higher costs for vehicle repairs due to the use of corrosive deicers; and

     WHEREAS, other states have collected baseline data on chloride-based deicers.

 

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     That the Legislative Council be requested to designate an appropriate interim committee, pursuant to section 5-5-217, MCA, to study the use of chloride-based deicers on public highways.

     BE IT FURTHER RESOLVED, that the study include consideration of:

     (1) the effects of chloride-based deicers;

     (2) whether to limit the dates during which chloride-based deicers are used on public highways;

     (3) the cost to the Montana Department of Transportation for replacement vehicles and vehicle parts over the last 10 years; and

     (4) whether to reduce the use of chloride-based deicers and, if so, how to replace chloride-based deicers and the timeframe for replacement.

     BE IT FURTHER RESOLVED, that all aspects of the study, including presentation and review requirements, be concluded prior to September 15, 2020.

     BE IT FURTHER RESOLVED, that the final results of the study, including any findings, conclusions, comments, or recommendations of the appropriate committee, be reported to the 67th Legislature.
