Insert: "All funding within the base budget of the Department of Natural Resources and Conservation budgeted for water compact implementation is restricted to water compacts that have been approved at the federal level."

Explanation - The legislature approved language to be included in HB 2, Department of Natural Resources and Conservation. The language restricts the use of funds within the base budget for water compacts to be used only on compacts approved at the federal level.
