A BILL FOR AN ACT ENTITLED: "AN ACT REVISING SCHOOL FUNDING LAWS RELATED TO STATE LANDS REIMBURSEMENT BLOCK GRANTS; EXTENDING THE SUNSET ON THE BLOCK GRANTS; AMENDING SECTION 20-9-640, MCA; AMENDING SECTION 20, CHAPTER 416, LAWS OF 2017, AND SECTION 2, CHAPTER 475, LAWS OF 2019; AND PROVIDING effective dates and A TERMINATION DATE."

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA:

 

Section 1. Section 20-9-640, MCA, is amended to read:

"20-9-640. (Temporary) State lands reimbursement block grant. (1) (a) For fiscal years 2018, 2019, 2020, and 2021 2022 and 2023, the office of public instruction shall provide a state lands reimbursement block grant of $100,000 $75,000 to each school district in a county with greater than 20% of the county's land area composed of state school trust lands.

(b) The electronic reporting system that is used by the office of public instruction and school districts must be used to allocate the block grant amount into each district's general fund BASE budget as an anticipated revenue source.

(2) Each year, 70% of each district's block grant must be distributed in December and 30% of each district's block grant must be distributed in May at the same time that guaranteed tax base aid is distributed. (Terminates June 30, 2021--sec. 2, Ch. 475, L. 2019 2023.)"

 

Section 2. Section 20, Chapter 416, Laws of 2017, is amended to read:

"Section 20.Termination. [Section 4] terminates June 30, 2019 2023."

 

Section 3. Section 2, Chapter 475, Laws of 2019, is amended to read:

"Section 2. Section 20, Chapter 416, Laws of 2017, is amended to read:

"Section 20. Termination. [Section 4] terminates June 30, 2019 2021 2023.""

 

Section 4. Section 4.Effective dates. (1) Except as provided in subsection (2), [this act] is effective on passage and approval.

(2)  [Section 1] is effective July 1, 2021.

 

Section 5.Termination. [This act] terminates June 30, 2023.
