Insert: "In the motor pool program, if the price of gasoline goes above $2.76, Tier two rates may be charged if approved by the Office of Budget and Program Planning. If the price of gasoline goes above $3.26, Tier three rates may be charged if approved by the Office of Budget and Program Planning."
