Explanation -


Item 1 removes the $80,000 general fund transfers in FY 2022 for Indian Language Titles in the Montana Digital Academy in the Office of Public Instruction.



Item 2 removes $48,500 general fund each fiscal year in local assistance for the Indian Language Immersion Program in the Office of Public Instruction.


Item 3 is for the Student Assistance Program in the Commissioner of Higher Education. It removes operating expenses of $7,077 in FY 2022 and $6,998 in FY 2023. It also removes personal services of $117,923 in FY 2022 and $118,002 in FY 2023 and 1.50 FTE that was moved from the Guaranteed Student Loan Program. This reduction totals $125,000 in general fund each fiscal year.


Item 4 is for the Student Assistance Program in the Commissioner of Higher Education. It removes resident student need-based financial aid, which is restricted, one-time-only general fund appropriation of $375,000 each fiscal year.


Item 5 is for the Guaranteed Student Loan Program in the Commissioner of Higher Education. It removes the federal special revenue reduction in personal services of $115,752 in FY 2022 and $115,687 in FY 2023. It also removes the reduction of 1.50 FTE, which was moved to the Student Assistance Program.
