1. Page E-3, following line 8:

Insert: "If HB 46 is passed and approved, the appropriation for Special Education becomes part of K-12 BASE Aid."

2. Page E-3, following line 17:

Insert: "Incentivize Increase in Starting Teacher Pay is part of K-12 BASE Aid."

Explanation - If HB 46 passes, OPI would need the authority to treat the Special Education appropriation with the flexibility of K-12 BASE Aid, as Special Education would become part of the school funding formula. Incentivize Increase in Starting Teacher Pay would also need to be part of K-12 BASE Aid, as it is part of the school funding formula. OPI would still track this funding to report spending.
