Insert: "The Legislature intends that a state-based nongovernment entity serve as a conduit for federal funding for refugee services rather than the Department of Public Health and Human Services. If no suitable entity in the state is able to serve in this capacity by the 31st day of December 2021, the appropriation for the Department of Public Health and Human Services Medicaid and Health Services Management Division will be increased by $383,724 federal special revenue authority in FY 2022 and $384,029 federal special revenue authority in FY 2023 for the purpose of providing federally funded services to refugees."

Explanation - This amendment removes the federal funds appropriation for refugee services in the Department of Public Health and Human Services and provides legislative intent language regarding the provision of such services. The total biennial impact is a reduction of $767,753 federal funds.
