Insert: "The appropriation may only be used for the reasonable technical and legal costs of assessing and enforcing a claim for the injury, destruction, or loss of natural resources resulting from a release of hazardous or deleterious substances, as authorized by the Budget Director."

Explanation - This amendment adds language for the funding of the Natural Resource Damage Program in the Department of Justice that requires that expenditures through the Petroleum Tank Release Cleanup Fund must be authorized by the Budget Director.
