Explanation - This amendment would appropriate revenue from the 95 property tax mills as a part of the K-12 BASE Aid appropriation in the Local Education Activities Program of the Office of Public Instruction. K-12 BASE Aid would increase by $426,054,000 state special revenue local assistance in FY 2024 and $435,529,000 state special revenue local assistance in FY 2025. This change would have a net-zero effect to the budget as a whole; it would just change the source of appropriation authority for this funding so that it is included in HB 2.


The amendment would also update the coordinating language for HB 587 so that if the bill does not pass, revenue from the 95 property tax mills would be appropriated from the general fund as part of the K-12 BASE Aid appropriation, per current law.
