Insert: "It is the intent of the Legislature that appropriations for Supreme Court Operations and District Court Operations not be utilized for drug courts until policies have been implemented to ensure compensation to the Office of State Public Defender for their staffing of these courts. It is the further intent of the Legislature that the appropriations for Supreme Court Operations and District Court Operations not be utilized for privately contracted guardian ad litem (GAL) until policies have been implemented to ensure volunteer court appointed special advocates (CASA) and the Office of State Public Defender have first rejected eligible appointments prior to an expenditure to a contracted GAL."
