AN ACT APPROPRIATING MONEY THAT WOULD USUALLY BE APPROPRIATED BY BUDGET AMENDMENT TO VARIOUS STATE AGENCIES FOR THE FISCAL YEAR ENDING JUNE 30, 1999; PROVIDING THAT CERTAIN APPROPRIATIONS CONTINUE INTO STATE AND FEDERAL FISCAL YEAR 2000; AND PROVIDING AN IMMEDIATE EFFECTIVE DATE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA:



     Section 1.  Time limits. The appropriations contained in [section 3] are intended to provide necessary expenditures for the years for which the appropriations are made. The unspent balance of an appropriation reverts to the fund from which it is appropriated upon conclusion of the final fiscal year for which its expenditures are authorized by [sections 1 through 3].



     Section 2.  Totals not appropriations. The totals shown in [section 3] are for informational purposes only and are not appropriations.



     Section 3.  Appropriations. The following money is appropriated, subject to the terms and conditions of [sections 1 through 3]:

     All remaining fiscal year 1999 federal budget amendment authority for the UI Integrity, the UI YR2000 SBR, the Y2K Indep Verification/Valid, and the UI SBR funding is authorized to continue into fiscal year 2000.

     Job Service Division

          Job Training-Grants 1999 2,035,218 Federal Funds

          R&A NAICS FY99 1999 37,603 Federal Funds

          R&A NAICS 1999 40,000 Federal Funds

          ETA One Stop LMI 1999 49,974 Federal Funds

     All remaining fiscal year 1999 federal budget amendment authority for R&A NAICS, EDWAA Buttrey Training Grant-Administration, and EDWAA Buttrey Training Grants is authorized to continue into federal fiscal year 2000.

     Legal/Centralized Division

     All remaining fiscal year 1998 federal budget amendment authority for Y2K Compliance-Legal/CSD is authorized to continue into federal fiscal year 2000.

     Montana Community Services

          MCS Cross Streams 1999 10,000 Federal Funds

          AmeriCorps Promise Fellows 1999 85,000 Federal Funds

     All remaining fiscal year 1999 federal budget amendment authority for AmeriCorps Promise Fellows and OCS Montana America Reads is authorized to continue into fiscal year 2000.

     Employment Relations Division

          ERD Safety 1999 77,000 Federal Funds

     All remaining fiscal year 1999 federal budget amendment authority for ERD Safety is authorized to continue into fiscal year 2000.

          SARA Title III 1999 35,700 Federal Funds

          USDOT/HMEP 1999 58,847 Federal Funds     All remaining fiscal year 1999 federal budget amendment authority for DRCG-SF Project Impact, CERCLA99, SARA Title III, and USDOT/HMEP is authorized to continue into fiscal year 2000.

     Military Capital Construction

     All remaining fiscal year 1999 federal budget amendment authority for FY99 Construction is authorized to continue into federal fiscal year 2000.

     All remaining fiscal year 1999 federal budget amendment authority for Environmental is authorized to continue into fiscal year 2000.
