HOUSE JOINT RESOLUTION NO. 9

BY REQUEST OF THE JOINT SELECT COMMITTEE ON JOBS AND INCOME
A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA URGING THE FORMAL ESTABLISHMENT OF SISTER RELATIONS BETWEEN THE STATE OF MONTANA AND THE GOVERNMENT OF GUANGXI ZHUANG AUTONOMOUS REGION TO ENCOURAGE COOPERATION, FRIENDSHIP, UNDERSTANDING, AND COMMUNICATION.
WHEREAS, the Montana Legislature recognizes the cultural, educational, and economic benefits of establishing and maintaining international relations; and
WHEREAS, sister relations will promote communication and exchanges between the people of Montana and Guangxi Zhuang Autonomous Region; and
WHEREAS, in 1994, the Governor of Montana signed a communique that set forth the basis for mutual cooperation between the State of Montana and the people of Guangxi Zhuang Autonomous Region, People's Republic of China; Kumamoto Prefecture, Japan; and the Province of Ch'ungch'ongnam-do, Korea; and
WHEREAS, exchanges at the local level can serve to build the foundation for mutual understanding and cooperation between the United States of America and the People's Republic of China.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:
That the Montana Legislature endorses the formal establishment of sister relations between the State of Montana and the government of Guangxi Zhuang Autonomous Region.
BE IT FURTHER RESOLVED, that the Legislature encourages cooperation between the institutes of higher education in Montana and Guangxi Zhuang Autonomous Region.
BE IT FURTHER RESOLVED, that the Legislature hopes that this relationship will foster lasting friendship, understanding, and communication between the people of Montana and Guangxi Zhuang Autonomous Region.
