HOUSE JOINT RESOLUTION NO. 13

A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA URGING THE BOARD OF PUBLIC EDUCATION, THE OFFICE OF PUBLIC INSTRUCTION, AND SCHOOL DISTRICT TRUSTEES TO ENSURE THAT SCHOOL DISTRICT PERSONNEL TRAINED IN FIRST AID AND CPR BE PRESENT IN EVERY PUBLIC SCHOOL AND REQUESTING THE OFFICE OF PUBLIC INSTRUCTION TO REPORT ON THESE EFFORTS TO THE 57TH LEGISLATURE.
WHEREAS, the health and safety of children are one of the top priorities for parents and school districts; and
WHEREAS, even under the best of circumstances, accidents and disease do occur; and
WHEREAS, when accidents and disease occur, school personnel must be prepared to act affirmatively to protect life and limb; and
WHEREAS, in 1979, the National Parent Teacher Association (PTA) recommended that at least two persons in every school be trained in cardiopulmonary resuscitation (CPR); and
WHEREAS, the Montana PTA has prioritized legislation that provides for each public school to have persons on staff trained in first aid and CPR.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:
(1) That the Board of Public Education, the Office of Public Instruction, and school district trustees be encouraged to design and implement continuing education coursework in first aid and CPR for school personnel.
(2) That the Board of Public Education, the Office of Public Instruction, and school district trustees make every effort to ensure that identified personnel trained in first aid and CPR be present in every public school in Montana.
(3) That the Office of Public Instruction report to the 57th Legislature on the success of the efforts to train school personnel in first aid and CPR and to ensure the presence of trained personnel in every public school.
