A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA ENCOURAGING THE MONTANA DEPARTMENT OF TRANSPORTATION AND LOCAL GOVERNMENTS TO ESTABLISH A UNIFORM SPEED LIMIT OF 15 MILES AN HOUR IN SCHOOL ZONES.



     WHEREAS, the safety of children is of paramount importance to parents, school officials, and the community at large; and

     WHEREAS, children, when walking to and from school or playing on a school playground, are often distracted and do not pay close attention to traffic; and

     WHEREAS, some children must walk to school on roads without sidewalks, forcing them to walk on the shoulders of the road; and

     WHEREAS, Montana law allows a city or county government to lower the speed limit to 15 miles an hour in a school zone; and

     WHEREAS, some local officials are reluctant to lower the speed limit in a school zone because they believe that they lack the authority to lower the speed limit on a particular road or highway.



NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     (1) That city and county governments be encouraged to lower the speed limit to 15 miles an hour in school zones located on roads under their jurisdiction in order to protect our children.

     (2) That the Montana Department of Transportation be encouraged to lower the speed limit to 15 miles an hour in school zones located on roads under the jurisdiction of the Department in order to protect our children.

     BE IT FURTHER RESOLVED, that copies of this resolution be sent by the Secretary of State to the Montana Department of Transportation, the Montana League of Cities and Towns, the Montana Association of Counties, and the Montana School Boards Association.
