The Revenue Interim Committee and the HJ 35 Tax Study Committee will meet August 25 via Zoom. The agendas and meeting materials are available on the committee website.

HJ 35 Tax Study Committee
The HJ 35 Tax Study Committee meeting begins at 8 a.m. The committee will conclude its interim work with the consideration of three bill drafts: a general sales tax bill, a bill to tax second homes at a higher tax rate, and a bill to decouple from net operating loss deduction provisions contained in the CARES Act.

For consideration of the sales tax bill, the committee will review a bill based on South Dakota's sales tax and may consider including other options with a sales tax proposal. A spreadsheet is available on the committee website for estimating the fiscal impact of the sales tax and proposed options.

The HJ 35 Committee will take public comment on the bill drafts and options under consideration. As a subcommittee of the Revenue Interim Committee, any approved bills are a recommendation to the Revenue Interim Committee.

Comments may be made in-person via Zoom or may be made in writing to memoore@mt.gov. Written comments received by 5 pm on August 24 will be provided to the committee in advance of the meeting.

Revenue Interim Committee
The Revenue Interim Committee meeting will follow the HJ 35 Committee meeting, and is scheduled to start at 11 a.m.

The committee will follow up on its review of the elderly homeowner and renter tax credit and discuss whether to make a recommendation to eliminate, revise, or retain the credit without changes.

The Legislative Audit Division will also present a recent audit on short-term lodging and rental vehicles taxes.

Members of the public who wish to participate may join the meeting.  If you want to participate, please email memoore@mt.gov by 5 p.m. the day before the meeting with your name and a request and you will be sent instructions for joining and participating in the meeting.

A time will be provided for oral public comment on the agenda and, at that time, members of the public who have joined may “raise their hand” and participate after being recognized by the presiding officer or the meeting host. Comments will be taken in order. Written public comment via email may be submitted in advance of the meeting to memoore@mt.gov and will be provided to committee members.
