LJIC to Finish Solitary Confinement Study, Other Interim Work in September

On Sept. 11, the Law and Justice Interim Committee (LJIC) will meet for the final time before the 2019 session. The meeting starts at 8:30 a.m. in Room 102 of the Capitol in Helena.

During the meeting, committee members will take public comment on and discuss several bill drafts related to the LJIC’s interim work before making final decisions about which proposals, if any, to forward to the 2019 Legislature. The drafts under committee consideration are:

  • LClj02, which would revise the appointment of Board of Pardons and Parole members;
  • LClj03, which would establish a state policy and place certain restrictions around the use of solitary confinement in state prisons; and
  • LClj04, which would revise or eliminate current statutory references to Article II, section 36, of the Montana Constitution (also known as Marsy’s Law).

Other agenda features include:

  • a panel discussion of the effects of revisions the 2017 Legislature made to Montana’s sexual assault laws, including the creation of a strangulation crime;
  • an overview of suggested revisions to probate law that will be proposed to the 2019 Legislature; and
  • updates from the Board of Pardons and Parole, the Department of Justice, the Office of State Public Defender, and the Department of Corrections.
