RTIC to Work on Recommendations, Consider Requesting Legislation for Interim Studies

The Revenue and Transportation Interim Committee will hold its next meeting on May 2-3 in Room 137 of the Capitol, beginning at 10 a.m. on May 2 and at 8:30 a.m. on May 3. The agenda and materials for the meeting are available on the committee’s website.

Agenda items on the first day of the meeting include agency updates from the Montana Tax Appeal Board and the Department of Revenue and an administrative rule review by committee staff.

The committee will also receive an update on the medical marijuana program. At the March meeting, the committee recommended that the Children, Families, Health, and Human Services Interim Committee object to adopted medical marijuana program administrative rules. The update will include an overview of new administrative rules proposed by the Department of Public Health and Human Services.

Much of the afternoon of May 2 will be devoted to the study of tax increment financing.  The committee will hear reports on the last of the information included in the work plan and requested by committee members and hold a work session to discuss findings and recommendations and whether to request legislation for review at the July committee meeting.

On May 3, the committee will shift its attention to its other two studies on centrally assessed and industrial property valuation and the valuation and classification of agricultural property. As with the other study, the committee will receive requested information and hold work sessions for each study to consider recommendations and whether to request legislation.

The second day agenda also includes a year-to-date revenue collections report from the Legislative Fiscal Division, a Department of Transportation agency update, and additional information requested about the distribution of oil and natural gas tax revenues. The committee will discuss whether to take any action related to the distribution of oil and gas tax revenues.
