     39-71-221. Public records of department -- right to inspect. Each person has a right to inspect any public record of the department, except as otherwise expressly provided by law. For the purposes of 39-71-221 through 39-71-224, "public record" means any writing containing information relating to the conduct of the public's business prepared, owned, used, or retained by a public body regardless of physical form or characteristics.
