     7-6-4228. Hearing on preliminary budget -- exception. (1) At least 3 days prior to the adoption of the final budget, the council shall meet at the time and place designated in the notice provided in 7-6-4227, at which time any taxpayer or resident may appear and be heard for or against any part of the budget. The council may call in the official in charge of an office, department, service, or institution, at the time the estimates for each respective office is under consideration, for examination concerning the estimates. The official must be called in by the council, upon the request of a taxpayer or resident, for questioning upon the estimates by the council, taxpayer, or resident.
     (2) The hearing must be continued from day to day and must be concluded and the budget finally approved and adopted on or before the second Monday in August, prior to the fixing of the tax levies by the council.
     (3) This section does not apply to a municipality that has adopted the alternative accounting method provided for in Title 7, chapter 6, part 6.
