House Joint Resolution 44 requested a study of the state's foster care system. The committee began its study in March 2022 with presentations on the requirements for becoming a foster parent and the sources of federal funding for the foster care system. Members also heard about organizations that support foster families.

In May 2022, the committee heard from foster parents about the difficulties that foster parents face, including challenges that make it difficult to remain as foster parents.

A final report for the 2021-2022 interim summarizes the committee's work on this study, as well as studies of two judicial pilot projects and of the factors that trigger a child's removal from the home and the family's reunification after removal occurs.
