The commission filed the final legislative redistricting plan with the Montana Secretary of State on February 12, 2013. Upon filing the plan, the commission was dissolved.

Redistricting is the act of drawing new political boundaries. In Montana, the five-member Districting and Apportionment Commission has authority under the Montana Constitution to draw the boundaries of congressional and legislative districts every 10 years. Using population data from the most recent U.S. Census, the commission must draw districts with approximately the same number of people in them.

In early 2010, the commission adopted districting criteria to use when creating and judging maps; the commission's operating procedures provide more detail about how it would complete the redistricting task.

The final legislative redistricting plan, including 100 House districts and 50 Senate districts, was adopted on February 12, 2013.

The official plan is the block equivalency file that lists each U.S. Census Block and the district to which it is assigned. Because those files are lengthy text files that are rendered meaningful only with with GIS software, additional materials -- including district maps and reports -- will be produced to help illustrate the new districts. These additional files, reports, and maps will be posted as they become available.

Draft maps considered by the commissioners are available on the Maps accordion below.

House and Senate District Maps

Maps of House and Senate Districts

These maps reflect the 100 House Districts and 50 Senate Districts adopted by the commission on 2/12/13. The maps show Senate Districts, which are composed of two nested House Districts. The House District numbers appear in parantheses after each Senate District along with a list of counties in that Senate District.

In the maps themselves, Senate District labels show which holdover Senator is assigned to the district, if any. To see a full list of which House Districts make up each Senate District, the counties in the Senate District and the holdover senator assignments, please refer to the list in the Senate Districts section above.

For a more detailed view of the districts, including a street-level view, please use the Google Earth or Google Maps features available in the Statewide View section.

Note: these maps are not the official boundary designations for House or Senate districts. Official descriptions of House districts are created by the counties not the Legislative Services Division. These maps are meant to be used for general reference only.

Tentative Commission Plan

At its August 13-17, 2012, meeting, the commission tentatively adopted a plan for 100 state House districts. The Tentative Commission Plan, as it was called, was further revised on October 25th. Senate districts were created on November 30. Additional amendments were made on December 6. The final plan was adopted on February 12, 2013.

  • See the Tentative Commission Accordion below.

Senate Draft Pairings

After its November 15, 2012, public hearing, pairs of commissioners submitted proposals for how they would pair House districts to form Senate districts. They also proposed assignments of holdover senators to districts for the final 2 years of their terms.

***Tips on understanding the Senate district pairings:

  • Black stars in proposal maps refer to where holdover senators live.
  • Red labels in the proposal maps are the proposed Senate district numbers, with the name of any holdover senators that would be assigned to that district. If no name appears, the district would hold an election in 2014 for a senator.
  • Blue labels in the proposal maps refer to the state House districts from the Tentative Commission Plan that compose the Senate districts.

Proposals

House Draft Plans

At its July 2011 meeting, the commission directed staff to several draft plans using themes outlined by the commission. Each resulting plan is named according to the theme. A fifth plan was offered at the February 17, 2012, meeting by Commissioners Joe Lamson and Pat Smith.

It was revised multiple time during the fall and winter of 2012. The maps below do not reflect the final version of the legislative redistricting plan as it was submitted to the Secretary of State. Instead, these maps of the draft plan are offered as archives to aid understanding of the commission's redistricting work and to supplement the meeting materials.

The By the Numbers reports combine existing maps and numbers into one document to help the public discover how the current redistricting proposals will affect their county. Each report includes the county's population as of the 2010 Census, maps of the county under each proposal, and various statistics about the makeup and population of each district in that county. Although By the Numbers reports will not be available for every county, all the maps and reports on which the By the Numbers series are based are available for each draft plan. Those maps and reports are available on the commission's Maps page.

Reports

If you'd like to suggest a county for a future By the Numbers report, contact the commission staff at districting@mt.gov. Although we can't promise to produce a report, we welcome your suggestions.

***The commission finalized its plan for legislative redistricting on February 12, 2013. At that time, the commission was dissolved, as required by the Montana Constitution. The documents on this page are part of the commission's permanent record. However, because the commission no longer exists, new comments will not be forwarded on to the former commissioners or added to the commission's files. If you have questions, please contact the Legislative Services Division at districting@mt.gov or 406-444-3064.

The Districting and Apportionment Commission welcomes your input. Use the resources on this page to provide your comments to the commissioners.

Districting Criteria

The commissioners are bound by the U.S. and Montana Constitutions when redrawing political districts. To that end, the commission adopted the following criteria that are based on state and federal law. The mandatory criteria are derived from various statutes and court cases, while the discretionary criteria are traditional redistricting principles selected by the commission to use to provide further guidance on where to draw lines.

When providing input, keep in mind that the commissioners are following their criteria when redrawing districts. Be sure to include in your comments how your ideas fit with the criteria. Download a pdf copy of the criteria now.

Comments will be distributed to all commissioners and copied for the commission's permanent record.
